A soldier who shot a neutralized terrorist to death, apparently fearing he was still alive and would carry out a suicide bombing, is under investigation.
If the UN’s assertion is true and the coalition is deliberately and disproportionately killing thousands of innocent civilians, it is a war crime. But it is unlikely to be true.
